Proposal 6 ‐ Add NAMBA rule to SecƟon 6‐NaƟonals Reasoning: This purposed rule change is to increase the number of entries in a class for it to be considered a NaƟonals championship class. The current requirement of 3 entries with no requirement of how many boats aƩempt to race at the event does not reflect a NaƟonals Championship caliber class. Proposed: There must be a minimum of five prepaid entries to make a class, if there are less the class can sƟll be run at the discreƟon of the host club as exhibiƟon only. In addiƟon to be considered for a naƟonal championship there must be at least five boats that aƩempt to run in Round 1 of the class, if less it will be an exhibiƟon class. Proposal 7 ‐ Change NAMBA rule D.2.b.ii in SecƟon 17 ‐ Driving Rules and RegulaƟons Reasoning: This purposed rule change is just to clarify what the disqualificaƟon in this specific rule is and the points that would be received. This rule states that it is for those infracƟons/violaƟons of rules that are flagrant and/or possibly endanger others and already states that the contestant would be disqualified from the event. The change just spells out that if disqualified from an event that the contestant’s points for all classes would be removed and they would not be able to conƟnue racing. Following the logic of when someone is disqualified from a heat they lose the points for that heat and when someone is disqualified from a class they lose all points in that class, it would seem to follow that when disqualified from an event the contestant should lose all points from the event and not be able to conƟnue parƟcipaƟng in the event as well. Current: D. PENALTIES 2. Driving InfracƟons b. Driver infracƟons will be penalized as follows: ii) Should the infracƟon be of a serious enough nature as to endanger others (boats, contestants, spectators) or a flagrant violaƟon of these rules (in the opinion of a contest official) the offender may be ordered off the course and disqualified from that event. DisqualificaƟon carries no points above a "Did Not Finish. This disqualificaƟon would result in all the points for the offending driver being taken away for the event and them not being able to conƟnue racing in the event. Proposal 8 ‐ New rule B.8 in SecƟon 17 ‐ Driving Rules and RegulaƟons. Reasoning: There are several places in the rulebook today that reference what a driver/boat can be disqualified for (failing technical inspecƟons, hiƫng a dead boat, etc.), but there is no rule that specifically states that a driver/boat can be disqualified for a driving infracƟon that causes another boat to not finish a heat. CDs have long enforced/called the disqualifying of a driver/boat for taken out another driver/boat, and we even have a rule that gives 4th place points to the driver/boat that was taken out when the offending driver/boat was disqualified. This proposal is to put in wriƟng the process being followed today of disqualifying a driver/bot for taken out another driver/boat. Proposed Rule: B. DRIVING ETIQUETTE 8) A driving infracƟon that results in another boat to not finish that heat, will result in the offending driver being disqualified from that heat and receive zero points. Proposal 9 ‐ New sub‐secƟon in SecƟon 16 ‐ Race OrganizaƟon and rule D.3 in SecƟon 6 ‐ NaƟonals. Reasoning: The pracƟce of performing pre‐race and spot inspecƟons has been adopted by several districts and conducted at several of the last NaƟonals for various classes. It has also been the pracƟce at the last several NaƟonals to tear down the motors of the top place finishers in various stock and limited classes to ensure that the motors are legal and disqualifying those that are found to be illegal. This proposal puts rules in place for these procedures. Proposed Rules: SecƟon 16 ‐ Race OrganizaƟon G. INSPECTIONS (exisƟng G. Protest sub‐secƟon will be re‐leƩered H.) 1. The Contest Director has the authority to implement pre‐race and/or spot inspecƟons as they see fit on hulls and engines. a) Engine inspecƟons can only include visual inspecƟons and/or inspecƟons performed by removing the spark/glow plug and using an instrument to check stroke. b) Hull InspecƟons may use various measuring tools as required. 2. If a racer is to be found to be in violaƟon of rules, they can be disqualified for the remainder of race in the class where the violaƟon occurred. All points earned in that class will be null and void. If a disqualificaƟon occurs, no other racer will move up in heat race posiƟon to receive addiƟonal points. For example: If a racer took 1st place in a heat and was disqualified, the 2nd place racer would not move up to 1st place. SecƟon 6 ‐ NaƟonals: D. Special Class ConsideraƟons: 3. Stock and G‐Limited classes a) Engines may be torn down and inspected following the conclusion of heat racing on that day. Only the top three finishers may be torn down for inspecƟon. If any of the top three finishers are found to be in violaƟon of rules those finishing below them will be moved up accordingly.
