Proposal 2 ‐ Change NAMBA rule C.2.a.vi in SecƟon 28‐Electric. Reasoning: Clarify what the disqualificaƟon is from and points that would result from it, as well as adding clarificaƟon to the “five second rule” referenced in the original. Current: C. RACE FORMAT 2. Starts… a. Flying Clock Start vi. All boats coming from the right turn at the start of the race will adhere to the five second rule. All boats jumping the start will proceed around the complete course to the start line for a legal start. No boat may be stopped on the course for the purpose of waiƟng in order to beƩer Ɵme the start. A disqualificaƟon will be given for this infracƟon. Proposed: vi. All boats coming from the right turn at the start of the race will adhere to the five second rule (as defined in SecƟon 18 ‐ rule D.2.c). All boats jumping the start will proceed around the complete course to the start line for a legal start. No boat may be stopped on the course for the purpose of waiƟng in order to beƩer Ɵme the start. A disqualificaƟon from the heat will be given for this infracƟon resulƟng in zero points. Any other changes and/or modificaƟons, including the use of external aŌer market parts or accessories to include, but not be limited to, on board glow plug igniters (glow drivers), not specifically permiƩed herein, are considered illegal and will result in disqualificaƟon. Proposed: h. Proposal 4 ‐ Change NAMBA rule B.2.a.i.b: size of GX‐2 engines in SecƟon 27–Gas Reasoning: This purposed rule change is to lower the cc limit in only the GX‐2 engine specificaƟon from the current 26cc to 15cc, G‐2 engine specificaƟon would not change. The reasoning of this is to allow all engines that currently fit GX‐1 and GX‐2 to run in one class, like the “open” classes that many NaƟonals have offered in past few years. In smaller districts and at smaller NaƟonals it would allow for more contestants to run in this class without having to buy the different engine sizes. Having a legal class for this would now allow records to be set for these classes and not to be just exhibiƟon as they have in the past. Many districts are running this format now (running GX‐1 and GX‐2 engines classes together) and having great success. Current: B. CLASS SPECIFICATIONS 2. GX Class Rules a. General Engine SpecificaƟons i) Engines running… (b) GX‐2 will include engines from 26 to 35.99 cubic cenƟmeters. Proposed: (b) GX‐2 will include engines from 15 to 35.99 cubic cenƟmeters. Proposal 5 ‐ Change NAMBA rule B.5 in secƟon 18 ‐ Heat Racing Reasoning: There is currently a rule that allows the moving of boats into another heat when there are only 1 or 2 boats leŌ in a heat ‐ rule B.2 in SecƟon 16 – Race OrganizaƟon: During the course of a race, when the number of boats in any scheduled heat has been reduced to one or two boats, the Contest Director may Move the remaining boats to another heat barring frequency conflict. The above rule is being leŌ as is and listed here just for reference. This purposed rule change would allow the Contest Director to also move boats from one heat to another heat to make them more even in any round. For example: Due to scratches/no‐shows you are leŌ with a 3 boat and 6 boat heat in round 1, this would allow the CD to make at 4 boat and 5 boat heat and thus making it fairer for all contestants. With the current rule this kind of moving can only be done in rounds 3 and 4. Current: B. HEAT RACING PROCEDURES 5. During the last two rounds of scheduled heat racing, the Contest Director may combine boats from different heats as frequencies permit when there are fewer than three boats in a parƟcular heat. Proposed: 5. At any Ɵme during the event, the Contest Director may move contestants in a parƟcular class with no bias to fix unbalanced heats due to scratches and/or no shows .
